Consequent to the formation of Telangana State, the Telangana Electricity Regulatory Commission (TERC) was constituted on 3rd November, 2014. By Regulation No. 1 of 2014, the previously subsisting Regulations, decisions, directions etc were adapted. A  separate institution of Vidyut  Ombudsman for the state of Telangana has been established under Sub Section (6) of Section 42 of the Electricity Act, 2003.

Vidyut  Ombudsman, Telangana has jurisdiction over the entire State of Telangana.

Vidyut Ombudsman is an authority providing an effective, alternative, time-bound and cost-less route for resolving the problems of the Electricity Consumers. Any person affected by deficiency in electricity related service can approach the Vidyut Ombudsman for redressal of grievances only by way of an appeal.

Before approaching the Vidyut Ombudsman in appeal, the Consumer should exhaust the other available remedies.  The available remedies for a consumer start with the Complaint Handling Procedure in every DISCOM (Distribution Company) including Consumer Grievance Redressal Forum (CGRF).  In case the consumer is aggrieved and not satisfied with the decision of the CGRF, he can prefer an appeal  within 45 days to the Vidyut Ombudsman under Clause 3.19 of the RegulationNo.3 of 2015.The Vidyut Ombudsman is thus an Appellate Authority.

The DISCOMs have to comply with the orders of the  Vidyut Ombudsman which are final and binding on them under the Regulation No. 3 of 2015 .

At present  Sri Mohammad Nizamuddin is the Vidyut Ombudsman.
